Portal vs. Forum

What's the difference between a "portal" and a "forum"?

When I view Who's Online, some people are in the "portal" and some are in the "Forum". But when I click on the link to those places, it takes me to the same page.

I installed a portal that I haven't gotten to work yet. That's causing what you're seeing.
