Even if she had a say and recommended "lifeskills" classes, it would be a typical lib move. Think more about the perp than the potential victims (mainly mentally handicapped).
Life skills class is for students who are severely cognitively disabled, or their disability (such as severe autism) gives them the diagnosis of functional mental retardation (meaning they can be brilliant in some areas, but it is not consistent and affects their ability to perform daily living skills considerably).
If this student is severely cognitively disabled he is not a threat, and is just going through this typical developmental stage - without any understanding one cannot touch themselves in public, etc. It is a significant concern of parents of males with severe disabilities.
If this student truly belongs in a life skills class then this school system has failed him horrendously. Of course this is going to happen, and happen again until he is taught he can't do it (which is NOT easy) or he is medicated so he doesn't do it.
I am going to guess that this student probably doesn't meet the criteria for life skills and as jtyangel stated probably needs to be institutionalized to deal with this serious sexual problem before something horrible happens. The fact that Pam teaches children with special needs sickens me to the absolute core.
