This is standard procedure whenever a school levy fails.
First you cut sports.
Then you cut transportation.
It's in the school superintendent's handbook. You always cut things to punish the voters. You never reduce the number of office staff, baby sitters, assistant to the assistant principal, dean of diversity, or the Swahili teacher. You cut things people want, then give them a second chance to vote on the levy.
It's not unlike the Kenyan's threat to hold up Social Security benefits.
