You DUmmies need to read the subset rules which take precedent over the actual rules until which time the sunset rules will be nullified and the actual rules will apply, unless the rules are changed to reflect the necessity of adopting the subset rules as the actual rules, and retiring the previous actual rules for the remainder of the time period which is covered in the subset rules.
