New Law to create 2000 Government Grocery Stores

Half of all community districts in Queens lack reliable access to fresh and healthy foods, according to the United States Department of Agriculture. The problem has contributed to increasing rates of obesity, diabetes and cardiovascular diseases — the leading cause of death in the United States.

   In many high-need communities like Jamaica and Far Rockaway, which have been labeled “food deserts” by lawmakers, corner delicatessens or bodegas are the only convenient sources of food, and while most may stock up on canned items, few offer fresh produce and meats.


   Additionally, the USDA reports that 23.5 million people in the United States live more than one mile from a supermarket. Residents who can’t drive, don’t own a vehicle or lack public transportation may find themselves with no other option than to purchase preserved foods.

   In most of these cases, delivery isn’t an option, either. While trucks from companies like FreshDirect, which offers many organic food options, are ubiquitous in affluent and middle-class neighborhoods, the company doesn’t offer delivery service to Far Rockaway, and only services parts of Jamaica.
 
 Fortunately, help may be on the way.


   Advocacy groups and legislators this week announced the launch of the Healthy Food Financing Initiative, a federal program spearheaded in part by U.S. Sen. Kirsten Gillibrand (D-New York) and Rep. Nydia Velazquez (D-Brooklyn and Manhattan), in coordination with First Lady Michelle Obama, who included the initiative in her “Let’s Move” program to fight childhood obesity.
 
 The program would invest $1 billion through loans and grants to build more than 2,000 grocery stores in high-needs communities across the country, including 273 in New York City. President Barack Obama has set aside $345 million in his FY2011 budget for the effort, which lawmakers say would also create about 200,000 new jobs nationally, including 26,000 in the city.
   â€œLow-income communities face higher incidences of obesity and diabetes and a big part of the problem is the lack of access to healthy foods,” Velazquez said. “This initiative is about empowering families to make healthier food choices so they live longer.”
 
 In New York City, 21.5 percent of the population, and 55 percent of adults, are overweight or obese, according to a 2009 New York Department of Health Report. The department also determined that an estimated 530,000 city residents have been diagnosed with diabetes, while approximately 260,000 more may be living with diabetes and not know it.
   Cardiovascular illnesses, including heart disease and strokes, kill 70,000 New Yorkers each year, the DOH reported.
 
 â€œWe have a health crisis in this country in terms of obesity, diabetes, heart disease and high blood pressure, that is disproportionately impacting low-income people and communities of color,” said Angela Glover, founder and chief executive officer of PolicyLink, a national research and action institute. “Nationally, only 8 percent of African Americans currently live in a census tract with a supermarket, and far too many blacks and Latinos reside in areas underserved by a grocery store.
 
  “To ensure that people are eating healthy diets, we must push to make healthier choices available in their neighborhoods. With the announcement of this new legislation, we are taking a pro-active step towards fresh food access and creating jobs in communities that have struggled without both for far too long,” Glover said.

These stores will be heavily subsidized by the taxpayers.

The city of Dallas tried this. Nearly every customer was someone who was working in downtown and living elsewhere. It didn't make any profit for years and years and years. The City of Dallas also owns a radio station and is building a $500 million city-owned hotel when all the other hotels can't find enough business.

Well......actually having some direct knowledge of the neighborhoods of Jamaica and Far Rockaway, LI, I can assure you that the lack of grocery stores is not due to anything other than the fact that if they were to build them there, it would require an army of police to keep the inventory from disappearing, and most of the employees mugged or killed.......

Building a supermarket in a ghetto is not a profitable endeavor..........

However, if the taxpayers are footing the bill, they can save on check-out lanes, as most of the merchandise is going to be stolen anyway.......it would be cheaper to just back a truck up in an abandoned lot, and give the food away.....

The center city continues to attract hundreds of new residents to high-rise apartments and condominiums, and subsidizing Urban Market a little longer is necessary to all downtown revitalization efforts," according to a piece in the Dallas Morning News

Last month, Urban Market's café and bar shut down.

Now, the lone downtown grocery's beer, wine and snacks section soon will close, too, consolidated into the store's main floor space, officials say.

And a $1.1 million infusion of subsidies – half from Dallas City Hall, half from the private sector – dried up last summer.

But operator Charles Acklen insists Urban Market "will not close anytime soon." This, despite the market hemorrhaging cash since it opened nearly four years ago in the renovated Interurban Building's storefront to much fanfare from city officials who considered such a facility critical to downtown growth.

The market, Acklen explained, was just about to turn its first profit late last year when the national economy soured and the spike in downtown residency rates – the market's financial lifeblood – flattened.

So Urban Market will persist, albeit with "more limited offerings that reflect the times," in hopes that the economy will turn later this year, he said. Expect the grocery's cleaning products and beauty and toiletries offerings, for example, to diminish.

"We intend to keep the whole thing viable," Acklen said, noting that he will not ask the city for additional public subsidies. "Do I think I need to? Yes. Do I think we can get any more help from the city? No – I don't think there's any more water in that well for us."

Karl Zavitkovsky, Dallas' economic development director, said Acklen is correct: City Hall will offer no bailout, finding itself in a dreary financial situation of its own as it grapples with a massive budget deficit.

The private sector could prove more helpful in shoring up Urban Market's financial position.

Maybe.

"We're trying to evaluate what needs to be done in terms of assistance," said John Crawford, president and chief executive officer of the DowntownDallas business association. "The Urban Market continues to be an important part of downtown. We need to have some source of providing food services. But at what point do you stop subsidizing something long-term? That's a question we need to answer."

Steve Shepherd, president of the Downtown Dallas Residents Council, said Urban Market is a hub of activity for the several thousands of people who call the high-rise apartments and condos in the innermost center city home.

"When the grocery opened, it changed our lives down here," Shepherd said. "We need it."

Acklen offered one signal of immediate hope for the market: He said he plans to sign a contract this week with an established Dallas restaurateur to reopen Urban Market's café and bar in July.

"We have a firm handshake on it," he said, "and the lease will follow."
