6. You can still impeach a president even after he has left office.
 The Constitution says that you Congress has the ability to remove a president from office, but it doesn't specify if the president has to be a sitting president.

 Isn't there a procedure (the articles of impeachment) that MUST be enforced in situations exactly like this? I have always been confused by this.

the procedure to which I think you are referring is the privileged motion route that kucinich tried with his cheney impeachment resolution. As was demonstrated, that approach doesn't force consideration of the impeachment resoluton nor even debate on it.

Well the economy was pretty strong when Clinton got impeached maybe that's where they get that idea from :confused:

Ohh and one tiny thing Frank there was no impeachment in 1973 and 1974. Nixon resigned before they could do it.

There were however impeachment hearings, but then Nixon resigned before more could be done.
