I can only assume because of the timing of the comment, it involves the just-issued ruling that allows states to access federal records including - including the SSA - to verify citizenship for voter registrations.
The reason why SCOTUS allowed it is because the law specifically allows it.
That would be the input from Congress.
The reason student loaf [sic] debt relief was struck down is because Congress did not allow it and the Executive cannot encumber funding.
You see, SCOTUS interprets within the confines of the law, not creates it just because you feel you have a good argument as to why a certain policy should be enacted. Congress is where those policy arguments are made.
