The narrow one-way streets and multi-story building probably mean this was near the Capitol and some buildings may be government offices. It's an older part of Sacto. The Central Valley, even in Sacto, is not SF and Berserkeley.
I was going to make a joke and ask if this was near Sutter Health Park (baseball stadium), but knowing Sacto somewhat, it isn't. The stadium is near the Tower Bridge, while this was probably nearer the I ("Eye") Street Bridge, a couple miles away and on the other side of the river.
Back before Interstates came to Sacto, the main route from where I grew up to Sacto was SR16, the "River Road", which folowed the Sacramento River for quite a few miles, and then crossed into Sacto on the I Street Bridge. It was "interesting" when my Dad used his 1946 Dodge truck to deliver corn to a tortilla bakery in Sacto. This was before turn signal lights were required for older farm trucks and it had those semaphore-style turn signal "flags",
