Remember, Boasberg illegally issued non-disclosure orders on the pretext that the Senators being spied on might destroy evidence or intimidate witnesses.

Except, the AF team had no intention of bringing actual charges.

Which means they were spying for spying's sake. Last sentence in the body of the email:

If there was, "low likelihood that any of the Members listed below (being) charged," what was the point of subpoenaing their phone records? Is there any "reason" that is not tyrannous?
