True, my mistake.  However Admiral Ugaki was the chief umpire in the war game that played out the Midway attack in the planning stage, in the simulation American aircraft destroyed the Japanese fleet carriers and the entire operation failed.  Admiral Ugaki discounted the result as an aberration and permitted the IJN leadership to continue as if the American attack had failed, allowing them to draw completely wrong conclusions about the chance of success for the operation and in turn to go ahead with it.
