 :hi5: So she was hired at GS-14 in 2015 (Holder? Or Lynch? Lynch was confirmed in April, 2015), And then was promoted to GS-15 in 2016. She was transferred from DC to NY in 2018, so she wasn't that new to her job in NY.

Affirmative.  Action will not be taken in this case would be my guess. Just move her to a higher pay grade and give her a phone that doesn't ring. That seems to be the usual solution in cases like this. 

No one seems to be questioning what a guard can make at the institute working upwards of 80 hours per week. I doubt the union has pushed too hard to end the practice.  Lots of OT makes some people very happy.   Forced OT makes (almost) no one happy.
