Well, that's an almost Olympic-class conclusion-jump. The dude might've been the kind who has the mechanic skills necessary to maintain what looks like a beater but is actually running quite well.

imanamerican63's perception, he exposed how uncompassionate he and some DU-folk are in the face of people with needs; and some DU-folk stated they would be kinder, probably not responses

Here in Silicon Valley, people living out of their car, vans, and motorhomes are not uncommon. Some are druggies not quite at the living under freeway overpasses level. Many are working, but for various reasons cannot afford housing in the SF Bay Area. Several churches in the area have organized together, in coordination with local police departments, a rotating monthly schedule where people can park in the churches' parking lots, have access to restrooms (and sometimes showers), and have access to electrical power. All in an area with some (trained) oversight for safety. My church is one in this organized effort. Police like this, because it's street parking oversight they either do not have to do or ignore (which gets neighborhood residents POed). Many of these are people who are likely to be able to save up the $$ ($4000-$8000!) to eventually be able to rent a place and keep up with the monthly rent.
I've also seen some people living in cars, vans, etc. parking at the periphery of large store parking lots or near a 24 hour gym, where they are members and have access to restrooms and showers.
