The rest of the quote that bears on ratification:
A proposed amendment becomes part of the Constitution as soon as it is ratified by three-fourths of the States (38 of 50 States). When the OFR verifies that it has received the required number of authenticated ratification documents, it drafts a formal proclamation for the Archivist to certify that the amendment is valid and has become part of the Constitution. This certification is published in the Federal Register and U.S. Statutes at Large and serves as official notice to the Congress and to the Nation that the amendment process has been completed.
IOW,
2/3 of the House, 2/3 of the Senate, and 3/4 of state legislatures would have to vote for it to abolish the Electoral College. The House might pass it. I seriously doubt the Senate would, and I think 3/4 of the states would not happen. There isn't enough Trump Hatred "out there", and even a lot of Trump Haters understand that Trump will return to private life no later than late January, 2025. So I don't see many small-population states effectively disenfranchising their voters to "solve" a "problem" that will go away in less than 6 years.
