Ten to one the Mueller report (unmolested by Barr)

 
Lists lots of Russian collusion but it did not meet the threshold of criminal conspiracy that they felt was provable.

We must see the report to determine how Russia did this and how elected officials colluded with them legally (essentially) so all can make a decision if that collusion is impeachable or what laws to enact to prevent it from ever happening again.

Like he would not charge anyway just to get the accused to plead to a lesser charge and avoid massive fees from going to trial.

That this did not happen sort of proves there was no "there" there.
