I've been very concerned about the Demos and primitives making the District of Columbia into the 51st state, thus giving them an additional guaranteed two Senate seats.
Statehood can be granted with congressional approval, nothing more needed.
But apparently the District of Columbia is a special case.
This according to google when I asked, "can the District of Columbia become a state with only congressional approval?"
