I can see why they'd do it in an analytic way, rather than have a couple thousand-plus possible lawsuits circling around for two years before the filing deadline runs out.  The optics of it are a disaster though.

I'm no lawyer, but it smacks of nothing more than legal maneuvering to minimize or eliminate any sort of legal culpability/responsibility.
