So, I went to the article and found this:

Are the "reporters" at the Tennessean so ignorant of Arizona and so unable to use a map that they don't know that: 1) Phoenix and Mesa are two different cities; 2 Phoenix and Mesa do not border each other, and to get from one city to the other requires going through the city of Tempe or Scottsdale? I realize this doesn't bear directly on the facts of the case, but it reflects on the credibility of the "reporters".

In fairness, "suburb" does  not automatically mean that the suburb in question must actually border the primary city, so far as I know.  For example, the city of Gallatin is considered a Nashville suburb, but one must transit Hendersonville to get there from Nashville.

Now, that having been said, the folks at The Tennessean, or, as we locals call it, Pravda on the Cumberland, are often not the sharpest knives in the drawer.  Like almost all daily papers across the country, they are in perpetual "cutback" mode, to include editors and fact-checkers in general.  Ever since Gannett took over about twenty years ago, it has been a downhill slide at 1100 Broadway.
