A federal court has unsealed new documents in the case against an Israeli teenager, Michael Kadar, who has been accused of making at least 245 threatening calls to Jewish Community Centers and schools around the United States. According to the documents, Kadar advertised a “School Email Bomb Threat Service” on AlphaBay, an online marketplace for illicit goods and services that was shut down by the federal government in July. Authorities have identified an individual in California who allegedly ordered and paid for at least some of Kadar’s threats.

A newly unsealed search warrant alleges that Kadar charged $30 for an email bomb threat to a school, plus a $15 surcharge if the buyer wanted to frame someone for it. “There is no guarantee that the police will question or arrest the framed person,” Kadar allegedly wrote in his ad.

I tried to find an earlier thread about this twerp, without success.

First bottom line: this twerp was the perp for a large number of the bomb threats to Jewish Community Centers here in the US. He's Israeli and Jewish.

Second bottom line: this is where this gets interesting. The twerp ran a for-pay "service" of emailing bomb threats in to schools to cause them to be shut down. And he charged a 50% premium if framing a particular innocent person was the purpose. At this point that means this kid probably threatened the Jewish Community Centers for anywhere from one to hundreds of clients. The client(s) could be any combination of Jew-Haters (Neo-Nazi, Muslim, academic anti-Semite, etc.) or Lib/Prog hate-crime fakers (including Trump Haters) or total fruitcakes from any country in the world.

The original announcement of the twerp's arrest was back in March, not long after the arrest of that left-wing "journalist" who was stalking a woman who turned him away. Between the two arrests, the Trump-followers-are-threatening-Jewish-centers narrative pretty much died in the face of facts. The revelation that the twerp was a threatener-for-hire might recycle that narrative, zombie-like, but academic or Muslim Jew-Haters or Lib/Prog Hate-Trumpers are the more likely suspects at this time, IMO.

That certainly was twerp's original clientele. My guess is that someone realized his "service" could be used for other purposes, and twerp didn't realize that threats to a couple hundred Jewish Centers would get the attentions of a law enforcement organization with greater capabilities and resources than city PDs. In a sense, this is two cases: twerp's emails to shut down customers' schools for a few hours or a day; twerp's emails threatening the Jewish Centers. I think the latter case is what has the FBI interested, in particular, learning who that/those client(s) is/are.

I believe the plain-vanilla bomb threats are in their purview as well, they'd still be interested in that if his 'Business clientele' had no interest in the Jewish centers at all, and those calls were strictly his own stupid idea.

Maybe I'm wrong, but apparently randomly scattered bomb threats to schools all over the country might not get Federal attention. But as soon as there was an ethnic element - Jewish Community Centers, in this case, but a similar pattern against Islamic Centers or black churches would have been handled similarly - the Feds were on it.

I suppose the twerp could have been doing it on his own, just for the Hell of it,but he seemed to like getting paid for what he did. It seems more likely to me that someone took note of twerp's service and used it in a slightly different way. Whether it was one person or a network of acquaintances or multiple people making the same discovery would be the next question ($30 x 245 threats = $7,350, if my mental Math is correct, quite a bit of $$).

The thing you're missing is that once they take ownership of the case (Because of the Jewish centers AND its interstate/multistate nature, both of which are reasons they would assert jurisdiction), everything else concerning the same dude for which there is a Federal offense will get thrown in the same pot.  Just because they  might not normally go after the non-religion-connected threats by themselves, does not mean they will ignore them once they open the case on the religion-linked ones.  Personally, I don't think they'd necessarily be uninterested in the non-religious-connected threats, if there was a large number of them over multiple states, but the FBI field offices and US Attorneys (As well as the DC HQ of both) have a very large amount of latitude over what they choose to pursue, and they exercise it kind of unpredictably at times.
